Map clusters, not individual phrases
Each destination should own a coherent intent family. Assign synonyms and close variants to the same page when they share the same result type and user outcome.
Mark the role of each page
Note whether the page is a hub, guide, comparison, review, tool-selection page or supporting explanation. This makes internal linking and navigation more deliberate.
Audit overlaps
